One by one they follow me, laughing, drowning in the sea. I know it can be done with her, but it just removes the added complication for me.
I find it easier to get Leliana as divine by refusing to recruit Vivienne. Leliana is (while not vocal) a staunch opponent of the Order's purpose which is to restrain magic and its practitioners. I think where you might have gone wrong is allying with the Templar Order. If you've done everything that's noted to get her as the Divine, then you may indeed have hit the bug. Pretty much even one thing done incorrectly and she doesn't have the points necessary to stand as a candidate. Putting Briala into power, either by controlling Gaspard or reuniting with Celene, also helps Getting Leliana as Divine is one of the most difficult outcomes to properly achieve. Allying with the mages is one of the biggest factors to making Leliana Divine.
